Taiwan's Executive Yuan Revises Foreign Talent Laws to Attract International Professionals

To attract international talent, Taiwan's Executive Yuan has approved a revision of the "Foreign Professional Talent Recruitment and Employment Act." The new measures allow foreign professionals with an annual salary of NT$6 million to apply for permanent residency after one year of work in Taiwan, while graduates from the top 1,000 universities worldwide can work in Taiwan without two years of work experience. Additionally, overseas graduates with an associate degree will benefit from the new policy.

However, scholars point out that since salary levels and job demands have not changed, the effectiveness of the talent recruitment is limited. Since the act's introduction in 2018, the total number of foreign professional talents in Taiwan has exceeded 73,000, and the new measures are expected to attract more talent.

Officials emphasize that the recruitment targets are not only limited to graduates of high-ranking universities but also include those with associate degrees, aiming to broaden the scope of talent attraction and strengthen Taiwan's competitive edge. The new policy also allows professionals to be eligible for labor retirement plans without permanent residency and provides access to social security services.

Experts urge the government to address salary issues and better understand market demands to effectively enhance recruitment success.
