Special Regulations Expanded to Cover Four Major Areas: Industry, Employment, Resilience, and Livelihood

The Executive Yuan plans to pass the draft of the "Special Regulations for Strengthening Economic, Social, and National Security Resilience in Response to International Situations" on the 24th. The special budget is expected to exceed NT$100 billion across four main areas: industry support, employment stability, resilience enhancement, and living standards.

According to reports, the special regulations not only strengthen economic capacity but also extend to national security resilience, including information security, coast guard equipment updates, and infrastructure. Officials emphasize that while this enhances national security capabilities, it is not classified as a defense budget.

Given the complex international circumstances, President Lai Ching-te and Premier Su Tseng-chang have decided to broaden the scope of the special regulations based on various feedback received during industry visits, adding resilience enhancement and livelihood support alongside industry support and employment stability.

Moreover, national security resilience encompasses not just economic and trade aspects but also includes infrastructure, coast guard equipment, and ICT security. The special budget, although increasing national security capacity, does not fall under defense special regulations or budgets. Over the past weeks, the Executive Yuan has continuously discussed the content and scope of special regulations, and as of the 23rd, they were still not finalized.
