Revisions to Occupational Safety and Health Act Clarify Workplace Bullying Definition and Increase Fines by Five Times

The Ministry of Labor has proposed amendments to the Occupational Safety and Health Act, which were reported and reviewed in an Executive Yuan meeting. This revision emphasizes four main elements: strengthening source prevention, enhancing management of contracts, improving workplace bullying prevention, and raising the upper limits of fines.
Notably, the amendment introduces a dedicated chapter on workplace bullying, providing a clear definition and requiring businesses to implement preventive measures. Upon learning of workplace bullying against their employees, employers must take effective and appropriate actions promptly, and regulations for reporting, internal and external appeals, investigations, and protections for complainants are outlined.
As part of the amendments, the upper fine limit will increase from NT$30,000 to NT$150,000, and the penalties for occupational accidents leading to fatalities will be raised, with maximum sentences extended from 3 years to 5 years and fines increased accordingly.
The Ministry of Labor urges companies to take safety and health prevention measures seriously to foster a safe and friendly workplace environment.
