In Response to U.S. Tariff Impact! Labor Ministry Unveils 6 Measures to Promote Worker Employment Stability

Today, Premier Su Tseng-chang officially approved the 'Support Plan for Taiwan's Export Supply Chain in Response to U.S. Tariffs'. The Ministry of Labor announced that it has drafted the 'Guidelines for Supporting Workforce Employment Stability in Response to U.S. Equal Tariff Policies', planning six major work items to assist affected workers.

The first measure provides businesses with subsidies up to NT$2 million for internal or joint training, encouraging proactive investment in workforce upgrading. Secondly, during reduced work hours, workers can participate in courses accredited by the Ministry of Labor and apply for training subsidies based on actual training hours, which can be combined with employment stability subsidies. It is pointed out that for workers with a monthly salary below NT$30,300, participation in up to 12 hours of training per month qualifies them for subsidies for up to six months.

To prevent layoffs due to tariffs, the Ministry encourages employers to negotiate shortened work hours and wage adjustments with employees, providing government subsidies for the wage differences during reduced hours. Currently, applications are open to industries producing rubber products, machinery, and transportation equipment and parts, with future expansions considered based on economic and employment conditions.

The Ministry also indicated that public employment service agencies will actively assist middle-aged and older unemployed workers from affected industries in finding job matching opportunities, offering 'hire first, train later' job training subsidies, hiring incentives, and position redesign assistance to customize support and enhance job matching effectiveness.

For youth, the Ministry plans to implement training incentive programs alongside job-seeking seasons and industry impacts, assisting young people aged 15 to 29 in participating in training courses with monthly scholarship incentives of NT$10,000, totaling up to NT$120,000. For young individuals who are not in school or employed, career counseling and monthly job-seeking allowances of NT$5,000 will be provided, allowing stable employment during the program while receiving a combined maximum of NT$45,000 in job-seeking and employment incentives based on their work months.

The funding for these projects will initially be sourced from employment stability funds until the 'Strengthening Economic Resilience and Export Supply Chain Support Special Act' and special budget approval.
